Ross Warwick is an applied microeconomist with research interests at the intersection of public finance, the environment and sustainable development. He is currently a Senior Research Economist at the Institute for Fiscal Studies in the UK, where he has contributed to research covering topics including the distributional effects of VAT exemptions, the impact of digital payment adoption on tax compliance, and the risks and opportunities from carbon taxes in low-income economies. He is also a Country Programme Manager within the Centre for Tax Analysis in Developing Countries (TaxDev) at IFS, where he leads a long-term collaborative partnership with Ghana’s Ministry of Finance consisting of applied policy analysis and capacity building.
