Jacqueline Cottrell

Jacqueline Cottrell is a specialist in green fiscal policy, with a strong focus on green taxation and reform of environmentally harmful subsidies, as well as green budgeting and inclusive green economy policy. Since 2004, she has worked as a self-employed policy consultant, delivering policy and strategic advisory, human capacity development, and research, largely in low- and middle-income countries. Jacqueline has worked with numerous international organizations, including the GIZ, AFD, Expertise France, the European Commission, UNEP, UNESCAP, UNOSD, UNITAR, ADB, ADBI, ATAF, IISD, the ILO, Green Budget Europe, and Green Budget Germany. She has published widely in the field of environmental economics. Jacqueline is a freelance associate of the Berlin-based think tank Green Budget Germany and lives in Scotland.
